No cockatiels! They give off a lot of powdery dander and can cause very bad allergic reactions--I know, I have two and they affect my allergies terribly.
Turtles are very difficult to care for and need to have a lot of special requirements. Also, they carry salmonella and little children may not wash their hands well.
How about an african clawed frog? They live in a tank. Just keep the water clean and feed them daily. Not to be handled, but fun to watch. Or maybe a hermit crab. Hermit crabs do need some special care, such as bathing, but with the right care they are interesting and non allergic. Many reptiles are non-allergenic, but they are not meant to be pets for small children due to their special needs. If an adult would be responsible for all the necessary care, then the pet could be "hers".

That is awful. I have had asthma and allergies since I was 4. Any time I would get around anything that had fur I would have an asthma attack. My Dr. told my mom that it would be best for me to have cats around me at all times, so that I can build up an immunity to them. So I have had cats around me my whole life. At first it was not to good, But as time went by it got much better. I now have 2 cats, 2 dogs, 2 birds, 2 turtles, 1 hamster and 3 kids. Although it is better, if I get scratched I still have a small allergic reaction. Where ever the scratch is puffs up a little. I hope this helps. I don't know if it is worth it to you, But it will be to her. Also for Christmas I got my son a frog kit. It comes with everything you need. You have to order the tadpoles over the internet, then you get to see them grow from babies to adults. That might be fun and interesting for her. I hope I didin't ramble.

Unfortunately, there are NO non-allergic dogs. All dogs can cause an allergic reaction; it has little to do with how much hair they have and more to do with their diet and how often they are groomed. However, there are some hypoallergenic dog breeds (in general, the female of the breed is better); breeds that are hairless, breeds that naturally don’t shed hair, and breeds that shed very little hair. But, since cats are responsible for about two-thirds of allergens, your chances are better with a dog.
One of my favorite breeds is the Bichon Frise. They shed little or no hair but must be groomed once a month. They are affectionate, intelligent and independent. They love people and children and are easily trainable.
Also, I've had Yorkshire Terriers (which do not have fur, but actual hair), but they don't have the best temperament for children.
Right now I have a cross between a Yorkie and a Bichon (called a Yochon) and absolutely adore him. He does not shed and is extremely intelligent.

Lizards like iguanas make good pets. But I would agree with not knocking fish. I had a freshwater angel that would follow you to whichever side of the tank you were on, could be hand fed, and liked to be petted (she would come to the top for a head rub).

Don't discount fish as unexciting. I had a goldfish when I was 11 that was really friendly and I taught it simple tricks. I agree some fish are dull, but carp are quite fun. I know of people who swear their Koi are very intelligent.

oh poor girl, umm well you could get her a lizard, but i think thats a bit freaky to get for a lil girl.
how about a turtle in a fish tank, so she doesnt have to touch it but can feed it like you would a fish.

You could try a cokateel
There very friendly and aviously it does not have fur
and they are really luvable animals
my friend has one and it sits on her shoulder and talks to her
