If they catch you gambling under 21, you will get 86'ed or even arrested. If you win big, you will NOT receive your winnings, so I wouldn't risk it.
You won't be able to get into any clubs.. The bouncers card just about everyone and scrutinize your ID to make sure it's real.
There's a roller coaster at New York New York and at the Sahara. Grand Slam Canyon at Circus Circus, lots of shopping at Caesars (Forum Shops), Venetian (Grand Canal Shoppes) and Planet Hollywood (Desert Passage). Going to the top of the Stratosphere is fun too... There's four rollercoasters up there if you're brave enough to get on them. Haha. Water fountains at Bellagio, top of the Eiffel Tower at Paris, gondola rides at Venetian, wax museum at Venetian... Um, there's not LOTS to do if you're under 21, but enough, I'd say, to keep you entertained for a few days. EVERYTHING costs money, so bring lots of it if you don't wanna be bored. Haha.

Casinos can and do reserve the right to ask anyone on their property for ID at any time, since you have to be 21 to play in the casino. (I'm over 30 and get IDed frequently.) If you play, hope you don't win - because you can't cash out. (They ask for ID, and you can't ask someone else to cash out for you - the "eye in the sky" sees it all.) But, if you want to kill a few minutes here and there and throw a buck into a slot machine - as long as you're not obnoxious, I don't think you'll get hassled.
As far as the clubs - FORGET IT. I was NINE DAYS shy of being 21 and couldn't get in, so I HIGHLY doubt 2 months is going to be allowed. Forget about a fake id too - almost all the bouncers are trained to spot fakes - and I hear they get rewarded for each confiscated fake.

I was there this past summer and even though my youngest is 17 he wasn't allowed to be hanging around me. But some do come by and check your id if they think you don't look old enough to play. As for the clubs, I believe you have to be 21 to get in, but it doesn't hurt to ask when you get there. You might have a club for under 21 if there is any there.
When you arrive check in with the hotel or timeshare you are staying at and see what they have for people your age for New Years. I am sure you will find something. Enjoy your trip!!!

This is indeed an interesting question. I went to Las Vegas 4 years back and i was 23 years old and i was still asked for my identity card as i was small-size whereas my sister was 2 years younger than me and she hasnt reached 21 yet but she was allowed to get inot all the casinoes. So just hope that they dun ask for yours.

There are lots of things to do in Vegas if you are under 21. You don't have to gamble or have a lot of money to have a great time.

You can go to arcades, go on roller coasters, etc. You can enter casinos but just not go near the machines.

chances are they won't id or ask you...so have fun.....18 to gamble anyways,just the drinking part would be a prob......theres also all they rollercoasters and shows and just walking around is awesome....don't forget to go to freedmont st the light show is diff every hour
