Governments often seize power in times of crisis, so sometimes they aren't really created BY the people. The real problem though is that populations of countries have gotten so massive over the past century that it's very difficult to represent the people. As a result, many governments act out of their own self interest in creating their huge balancing act. Then the people become forgotten to a large extent, and they have to change their lives to suit what the government gives them. I think that we need to give a lot of the power back to local governments so that a group of passionate people can truly create change in their community. When you're trying to hear 300 million voices at once, it all becomes static.

government is only a group of miserable and ego related people . they ask others to support them , their policies but they always hurt other egos . from the past u can see in history government is not helping poor people . they make rules for others to obey . but for their self nothing .
