Its a good question and you might get a lot of bad advice.
Many downloaded files end up in a temp directory
C: windows/Temp
Others go in
C:My Documents/ My Downloads or similar and some in hidden directories. It does depend on the file, the type of download and to some extent the way your computer is set up and personalised
You could set the Windows Explorer options to show hidden files and folders and delete them but a much safer method is to use a Windows cleaner of some description and then also do a registry tidy up.
If that does not make sense to you and I have placed it at a very very simple level, then you should not do anything as you will probably do more damage than good

Install http://www.iobit.com and download the freebie called advanced windows care personal. Ive recently used it for the first time and it cleared something like 850 mb of rubbish sitting on my Computer. It also creates a restore point for you in case.

just get a free program called CCleaner and let it get rid of all those unneeded things on your pc
