Hello....Try going into safe mode to see if that will alow you to see your monitor clearly...... Run a anti spyware program just to check there are no bugs this is the easiest thing to do next..... Then are you sure your monitor is ok, if possible try another monitor.... If no changes then try another Graphics card... If still no better, have you checked your graphics card drivers they may need to be upgraded and to do this you will need to reboot into (safe mode with networking if you still cant see the screen properly) and if this is no good, i can only suggest you back up what data you can and reinstall windows, but make sure you get the PC to boot from CD ROM and not to just put the CD in and run from windows... Re booting from windows and doing a format will erase every thing on your HDD.... After a fresh instalation and the problem is still there it might be your Motherboard is faulty.... Good luck...... Could be that the graphics card has moved slightly in its slot that's if your PC has a separate card, if it runs on-board graphics then make sure the connection from there to the monitor is secure etc, otherwise you could try and take out the separate card an re-seat it see what happens then, if your not comfortable with that get some body who can help with that, it may also have a memory problem (failing ram chip/s) again you need to be comfortable re seating, changing memory etc, it will be a process of eliminating hardware first, then if still the same move on to a software problem, eg, viruses, spy-ware etc, or look at what is starting up automatically when windows loads and using up resources etc. It could even be a graphics driver problem that could be rectified by uninstalling the driver and re-installing the graphics driver, you could download the driver from the web if you can find out what graphics is being used on the PC. Good luck.

blured screem seems to suggest to me the settings on the monitor is wrong, there are some buttons on the monitor to set this right

as for speeding up the SYSTEM, clean up and all that
also click on START and RUN and type in MSCONFIG and untick every bit of rubbish software that forces itsself in on start up MS Office AOL etc Nortons (dam that kills system nortons) and just have what you need Graphics, Virus, Onboard and Hardware software. Also do a virus check you never know when there is some nasty thing nicking band width...
I would also suggest setting your BIOS so it dosent count the ram or look for all the devices every time

I dont understand all the "ansewers" the only time ive had a blur on the screen is when its not fucused right, water on the screen, or the Flash rate is up so high its making me sick and looking blury. Are we IGNORING this BLUR thing then!!
The Graphics card just Delivers the Picture to the monitor what it dose with it, it dosnt care really as far as i understand

Try a system restore before you do anything drastic.
If you need help, I would be glad to help you to get through this.
I think it is just a technical problem and not hardware.
