Why did they not ban gay marriage or outlaw abortion at that time?

After all, these have been the issues that they focus on the most when campaigning to get elected.

Were that afraid that the religious right would no longer have a reason to vote republican if they fulfilled their campaign promises?

Yes, one reason is that Republicans didn't want to lose the one issue voters by fulfilling their promises. Another is that they didn't want the backlash that would inevitably follow the outlawing of abortion. A third reason might be that it would take a lot of work and money to push through these laws, and the Republicans in power were not genuinely committed to outlawing either gay marriage or abortion.

Actually they didn't. The only ones who have had full control of the government were the Democrats, many years ago.

In order for a party to have full control, they have to have a super majority in the congress, the states and have the office of the president.

Thats is an EXCELENT point and one I've brought up before, but it doesn't stop there....

Continues to rail against "Welfare", all while giving his buddies in Big Oil hundreds of millions of US dollars in taxpayer funded subsidies, all while they are posting RECORD profits (on which they are not taxed almost at all);
Bankrupted the most prosperous nation on Earth in 7 short years;
Promised "Heads Will Roll" when the Karl Rove, Scooter Libby, Valerie Plame scandal broke. BTW, rationales aside, outing a CIA agent who is active duty to ANYONE is a
criminal offense. In WARTIME, it is TREASON. There are no rules which say it's ok to out ANYone at the CIA, so that "she makes coffee at Langley" rationalization is stupidly self-serving, but not applicable. You cannot even confirm you work for the CIA on a BANK LOAN application, that's why the CIA has it's own internal Credit Union.
Scooter Libby is guilty of treason, as are Karl Rove and Dick Cheney, because they authorized Libby's admissions to the press. (to put this in perspective, until the late 1970's, it was a Federal Offense to even CONFIRM the existence of the National Security Agency [NSA, or as it was known then, "No Such Agency"]. Telling a member of the PRESS the identity of an NSA agent could have gotten you a life sentence at Fort
Leavenworth, KS); Bush failed to live up to his promise and actually commuted Libby's "slap on the wrist" sentence, letting Libby, Rove and Cheney LITERALLY get away
with murder. The contacts Plame had established in Iraq to be sources of HUMINT (or Human Intelligence), are now either dead or in hiding; once Plame's name came out, al
Qaida put a price on the heds of any Iraqis who were known to even have waved hello at Plame on the street, while she was on assignment in Iraq;
Is President during the most ridiculously volatile Stock Market in History, INCLUDING the "Great Depression" (stocks up 300 points one day, and down 800 the next- this is not
the sign of a stable Presidency);
Took a Strong US Dollar and turned it into something Canadians won't accept as even money now (way to go, George, maybe the illegals won't come over the completely
open border now that the dollar sucks so badly);
Is President during the most egregious swindle ever perpetrated on low income American families, the Sub Prime Mortgage swindle. Had Bush not turned a blind eye to this almost criminal (it WOULD be criminal had Reagan not de-regulated Corporate America in the 80s, we are now reaping what we've sown) way of artificially propping up house sale numbers, in order to convince a skeptical and out of work US populace, "The economy is great!". Now, all those "interest only" loans are coming due and banks are foreclosing on mortgages at the highest rate in HISTORY. Less educated, lower income families just trying to get their piece of the American dream by owning a home were conned into thinking they could afford these mortgages (mortgages for
LUDICROUSLY overpriced homes on postage stamp lots), the lenders got huge commissions for writing dubious, obviously bad loans, the banks made a ton of interest
(for a short time at least) and fees lending the money, builders mad eout, home supply stores made out, contractors made out, hell the only ones who DIDN'T make it big were
the families who now have to live in their cars, because not only are they out of their dream home, their credit is ruined (the foreclosure) so no apartment complex will rent to
them. But HEY, they never should have tried to make a better life for themselves or their kids, right? What were they thinking? This isn't the America where a poor person's
dreams come true. AND, since you have to have a permanent mailing address to enroll your children in
public school, they can't GO to public school, guaranteeing another generation of poorly educated Americans to mow Republican lawns, raise Republican children and prepare
Republican meals, all, of course, under the table so the Republican doesn't have to declare it and pay a fair wage. Just part of that American dream, right?;
Failed in his Oath of Office almost 3,000 times Sept 11, 2001 (to protect US citizens on US soil), for refusing to take warnings about al Qaida's intentions to attack on US soil
seriously (maybe if he had been in Washington DOING HIS JOB instead of on vacation in Crawford Texas that first 9 months of his first term, he would have been able to stop
those hijackers);
Failed to curb abortion, stop gay marriage or enact a Balanced Budget Amendment to the Constitution;
Screams about "Tax and Spend" democrats, yet borrows trillions from Communist China;
Hundreds of Billions of Dollars for Iraq, but money to help hungry and homeless AMERICANS? That's a damn handout and we don't hand out money to lazy Americans
(just lazy Iraqis);
Doubled both gas prices AND mortgage foreclosures;
Is a Deserter in time of War (Vietnam);
Did more to gut the US Constitution and Bill of Rights than ANY Communist enemy of the US;
Failed to raise responsible, law abiding daughters;
Failed to find the man responsible for the terrorist attacks on Sept 11 (yes I say this all the time and I will CONTINUE to say it until Bush keeps his word and "smokes bin Laden outa his cave").
Failed to fix Social Security;
Failed to secure the borders of this country;
Failed to secure the air and seaports of this country, at one point, even negotiated with a "terrorist country" (his words) to SELL our seaports to those who supported the terrorists
of Sept 11;
Failed to use the worldwide goodwill generated by the cowardly attacks on Sept 11, 2001 to truly put America's or Democracy's agenda forward;
Failed to implement ANY of the recommendations of the 9/11 Commission;
Failed to agree to testify under oath to that Commission as to his failure to prevent the events of 9/11;
Failed to turn over vital documents to the 9/11 Commission until forced to by Court Order;
Failed to remove the Taliban regime from Afghanistan, after over 5 years, and "Mission: Accomplished" banners notwithstanding;
Failed to wait for UN approval before invading Iraq, on the certainty Hussein was hoarding nuclear weapons, a complete fabrication;
Failed to deal honestly and above-board with government contracters, awarding a multi-billion dollar contract to Halliburton with no competing bids allowed- Despite
claims to the contrary, VP Cheney still owns substantial stock in Halliburton (through proxies),making their contract illegal and a legal Conflict of Interest, an impeachable offence;
Failed to Live up to the Oath of Office he took when he was inaugurated, specifically, he failed to "Defend, Preserve and Protect the Constitution of the United States";
