Girls wear tight tops to gain confidence for themselves that they are pretty good to be seen by guys....

It sounds like she's happy with her appearance and dresses to make the most of it. Slim-busted ladies can wear lots of fashions that volutptuous figures would have a hard time with - maybe she's having fun with them. Very small breasts have lots of admirers - maybe she likes the attention. You'd have to ask her.
You make a slender bust sound like something to hide. That's ridiculous.

she wears the really tight top so that people can actually notice her small boobs. if shes wearing a big baggy t-shirt, it's going be harder to notice the boobs. so the tight top enhances them.
i know, i have small ones, unfortunately.

For me nice nipples & breast shape is more attractive than size. But its all just a matter of personal taste.
