No, peace cannot return now, only ceasefires can.
Call terrorists, Call them Lefts and Rights or extremists etc. etc. etc. These all, at one time, were extended arms of strategic Defense systems in so called Cold War Era.
Undercover operations, which neighbors instituted on each other for some, geo-political, socio-political, personal-political or religious-political reasons.
i.e. Army for one became Terrorists to another.
When these undercurrent forces loose there goals or are half way abandoned and tend to backfire there operators, time comes to declare them terrorists on both sides. Actually US and Osama are terrorists for each other or we say friends turned foe.
So this war against terrorism is fought only by those who at one time in history or even now have given root to the cause itself. It's like calling ones own son disowned, that is the war against terrorism.
These war against terrorism are more like, first we shall set world on fire and then we shall fight and douse the flames, then we shall rebuild and heal the destroyed and hurt.
This has become a culture now, between haves and haves not. Become the way of living at all levels of life, in villages, towns, cities, states, countries to even our schools, offices and homes, As we sow so we reap, don’t we.
How come peace comes to us, only ceasefires shall, that too when ever both sides are short of more wicked plans or arms-ammunitions.

No friend there can never be peace as long as wars are fought . Unless, we all make our own governments,( in our own individual government) , stop concentrating on military and start cleaning up our own houses, and look after our own poor people,with all that finance, there is nothing you and I can do dear. I wish they would (OUR BOYS WITH TOYS) realise, wars just create more terrorists. If we lend a hand to help the poor sections of society, educate them, give them some self respect, terrorist will die, before he takes birth. Some do it as a duty to god, Many do it as a way out of poverty, for their family. Understand why it takes place, and trying to remove that reason, is the first positive step we can all can take. I hear people say, oh its a lost cause, I can't change any thing all by my self: Here is a little poem for you:
There was a job to be done.
everybody taught anybody can do it,
anybody taught somebody will do it,
and somebody taught everybody should do it,
In the end Mr. Nobody ended up do it.
You are I are doing our bit today, and hope that everybody lends a hand to do their. Stop hate. spread knowledge and tolorance, and a peaceful world is what you might still leave for your children and grandchildren. And I think that is one dream which must be common throught out the world, erasing our diffrences for at least our children.

Well yes & no. Take the IRA example. In the early 70s in Ireland, many Irish people were outrage against the Brithish government over North Ireland. The IRA they "negotiate" with the British. The negotiate was IF the British force leave Ireland, IRA will dispand the group.

NO , the war against terrorism will continue until the real culprits of 911 are uncovered , this will be done when they will do it again ,
And it would happen soon , if USA remains reluctant to attack Iran ,

I doubt it really!! the military industrial complex will just look for a new demon to scare people about and sell their instruments of death. is it me who finds it rather strange that a terrorist ideal of this Jihad did not take up on its cause until after the end of the scare of the red menace? Rather good timing if you ask me since people were beginning to ask the one bad question the military industrial complex do not like. "Why are we spending all these Billions on weapons when there is not huge threat?" surely now we can divert money to health care and other development.
