Yeah their beadlocks. Wikipedia can give you a better definition of what they are used for than I can.

These are called beadlockers. They are used in several types of racing. There purpose is to keep the bead of the tire on the rim when running very low air pressure.
You will see them mostly for Off-Road racing, such as the picture and in Drag Racing.
Both types of racing use large diameter tires and run very low air pressures.
In Drag racing the rear slicks may be 36" in diameter and run as low as 10 PSI of air pressure or less. If the bead was not locked to the rim, under acceleration it would just spin on the wheel.

They are called beadlocks. They help keep your tire on your rim. Some don't give your tires very much flex though, so if you want to keep your tires on your rims, get some beadlocks if you want. If not, deflate your tires some, and your truck will climb better.
