A computer can only do what it's programmed to do--whether or not that's what the programmer wanted it to do.

Here's the basics:

A computer can only do what it knows (what it is programmed)
A computer can only do things within the limitations of it's hardware (for example, it can't take video if no video input device is present or it doesn't have the necessary programming in order to use it)
A computer can only go the extent of it's programming (it can only run on what it is given, no more, no less)

Computer is a collection of hard-ware and soft-ware.

It comes as a hard-ware and only you must install some software to use it. the software is the instructions of what to do.

So computer can do what it's asked to do not necessarily a programer directly as we are only the end-user of the programs.
So the truth is we have to do what the program tells us to do, as we have to tolerate the interface and features of that program and only if we do it properly we can do some work in the computer.

Yes and No

Computer just executes object code. Either you or hackers can place object code into your machine.

Of course, you can place password etc to make your object code for your own purpose.

However, there is no way to completely isolate hackers' activities. So far, all security just raised a "Beware of Dogs" signal. Hackers can still bypass them.
