was it just monarchy? or um...
natinal government (privy council and parliament) and local governemnt AND monarchy?

There was a national Government with a Privy Council and a Parliament. The Privy Council was more important than the Parliament, although Elizabeth needed that to vote her money via taxation. The Queen relied for much of her government on William Cecil, later Lord Burghley, variously her Secretary of State and Lord High Chancellor. There was a certain amount of local government - the relief of the poor under the Poor Law which was codified under the Poor Law Act 1601 which provided for local property rates to be levied for the purpose of poor relief. Justices of the Peace remained important in dealing with petty crimes as they had been for several centuries.
