Not in America. Mineral rights do not belong to the owner of the property. Start drilling and the feds will be there to shut down any mining attempts. Don't pay taxes, and the property that you own (paid off) is seized. Ownership is an illusion.

Yes (disregarding the public utilities pipes and such). That's why if you strike oil on your property, it's your oil.
Start the digging! I've found a lot of cool rocks in the ground on my property this way.
But the bigger question is: Do you own that space all the way up to the sky?

No... because land is the surface of the earth. If you want to buy the earth's core and mantle and stuff, it's a different real estate transaction.
