and holes for fog lights is this normal ?was it ever an option on a gt ..??

Yeah, sometimes its optional. Our ford contour had that. We have like switches for fog lights and places to put the lights and in the fuse box we have remaining sockets to put the fuses in.

Same with any car, you get power seats or automatic seats lol.
