If they have the actual General Power of Attorney paper, yes. If they don't than no, because they have no proof.

If you don't want them to have a General POA you should work your chain of command and see if there is anything that they can do about it....if she/he is abusing that power I think you can cancel it but I'm not sure. I think you have to wait until you get back. Good luck though!

If you have given a GP to someone, then he/she can transact in your account just the way you would - its like the account is operated by your GP holder. If you have to cancel this, you need to do the cancellation on stamp paper, get it registered and submit it to the bank. After that the original GP stands null and void.

Yes, but the bank may also want you to fill out their own form with them anyway.
