No, it isn't illegal. Married couples do it all the time.

Now, there may be a law in Wisconsin which reads that only one entity (person or cooperation recognized by the Secretary of State) may sign a lease. There might also be a maximum occupancy law which may be in effect as well; but these are usually city ordinances.

Let me give this a shot. The U.S. Supreme court has already ruled on a case involving similar matters and here is the case:

You should realize that the U.S. Supreme court trumps State law. Therefore, Wisconsin law would be irrelevant under The MOORE case. Ths States are bound by U.S. Supreme Court Decisions by virute of the Supremacy Clause - see Art. VI , clause 2 of the U.S. Constitution.
