Yeah, I know what you mean. As a matter of fact, I've thought of the same thing.

I think that free roaming games like Grand Theft Auto or Jak and Daxter would be a good game for what you're talking about though.

It would be cool if Rockstar made a Grand Theft Auto game where when you first put in the game, you set the game clock in GTA according to your clock on your game system and in the game when it's summer time where you live, it will be summer time in the game and when it's night time where you live, it will be night time in the game, now that would be just so awesome. I don't even know if that's possible to even do, but I would like to see it done in a game.

1) Right now, the big 3 console makers are concerned primarily on graphics. I've noticed that there are a lot of games, where gameplay has been sacrificed in the name of producing better graphics.

2) Games already make the people act different and trees get larger according to what level you've achieved.

3) A living game, as you describe. would require a lot of RAM, as well as Hard Drive, and Processor.

Get any sim city game, your city keeps on building even after you turn the game off. People move in to your town, start stores, you'll notice cars on the street, and all while your out doing something else.
