Good question. I'm guessing you mean government by politics. Government demands participation of society. For example, taxes, laws, military service in some countries. Religion is largely voluntary, yes values are impuned upon us by society but it is possible to not practice and shun basic religious beliefs.

I can think of more similarities than differences. They both want :
-your money
-your time
-your belief in their lies
-your obedience to their laws
-your adherence to fighting for their notions.
The only difference I can see is that the people can vote politicians out of office.
