I use an old acecat Flair, $50
Ebay cheap A4 sized ones for $99

Practice using the pen until its like a pencil. I would like the Wacom one Richard Bazley uses Youtube tutorial, where you don't need to look up at the screen and its A3 size. But thats around $599

Otherwise the olther option is to scan your pencil drawings in and use some kind of software like Corel Trace to convert them into vector graphics

If you haven't done so already, try a discover search on Answers for Wacom tablets.

Wacom has good tablets and they're running a special right now. If you buy a medium intuos4 tablet, it comes with Corel Painter 11 for about $400. And I will profess the wonders of Corel Painter. I've had Painter X for a few years now and love it. The whole purpose of the program is to simulate real medium like ink or oils. I also feel that it's more reactive to pressure from the tablet than photoshop. So, if you're looking for a 'natural' feel, Painter would probably be the way to go.

Digital tablets can be used on most computer applications, however, not all software supports all the features of the tablets, such as pressure sensitivity.

The tablet's stylus acts in the same way as a mouse does, so, if you can draw, in Flash, with a mouse, you can draw with a digital tablet.
