If you want to create it from scratch yourelf, I'd suggest http://w3schools.com/ so you can learn HTML, CSS, and JavaScript on your own.

If you're not much of a designer, you can purchase some very nice website templates from http://www.templatemonster.com/ . Some are as cheap as $50.

If you're a little more tech savvy, one of the quickest ways of getting a site up is to install a Content Managment Syste (CMS) such as WordPress (http://wordpress.com/) or Drupal (http://drupal.org/).

try http://www.projectcool.com :) or http://www.tutorialized.com/ both are really good sites to learn how to make website :) you will need to learn HTML/CSS/PHOTOSHOP/Fireworks and Flash.
