I've been to a certified Nissan shop twice with this problem and it never seems to get fixed.I love my car,HELP!

I agree w/ checking coolant level, always start w/ basics. Does the engine run at normal temp? If so, are the hoses running to and from the heater core hot w/ heat turned up? If not I agree that the heater core could be blocked or the hot water control valve may not be opening fully. If the hoses are hot then you may have a malfunctioning blend door in the heater box.
Water control valves and heater box blend doors are often opened and closed by vacuum actuators. Since you say that there is a change with engine speed it is possible that you have a vacuum leak somewhere (cracked or broken vacuum reservoir, hose or diaphragm) as engine vacuum changes w/ engine speed.
Had any accidents recently, any under dash work or any work what-so-ever which may have caused vacuum leaks?

The heater in your car gets it heat from the radiator by way of a hose that goes to the heater coil. It sounds like you might have low radiator fluid, a vapour lock in that hose or a blockage in the heater coil.

Your best bet would to be to get a radiator flush and fill and at the same time blow air from the outlet side of the heater coil to the inlet side to check for any blockage.

Whatever is happening in your case, the hot water is not getting from the radiator to the heater coil. If the shop couldn't find the problem go to a different shop. If it is fixed, sue the first shop in small claims for any money you were charged for working on a problem they didn't fix.

EDIT: Churninurn has a very good point, a vacuum leak could be causing "the blockage" i.e. the blend door or heater valve not functioning properly. The symptom with it working better at higher RPM makes me think that could be the problem.

A radiator flush will make $$$ for the shop and do nothing for your heat problem. If your temp. gage is reading normal then your thermostat is ok. I would suggest the heater temp. valve that controls the coolant flow to the heater is not working. Stay away from dealers. I would suggest you stop at a RADIATOR SHOP and let them check your problem.

could be what the guy above me put, or your car just is not heated up because of a stuck open thermostate, check to see if your car is eaching operateing temp
