The idea that the same side of the moon always faces the earth is an oversimplification. The part of the moon that faces the earth rocks back and forth by a few degrees, so over time we can see not 50% but 59% of the moon's surface. (This rocking is called libration; see the web for more information.)
Therefore, if you were standing on the moon near what we see as the edge of the lunar disk, you could watch the earth occasionally rise and set. It wouldn't traverse much of the sky, and the schedule isn't as regular as moonrise/moonset from the earth.
From most of the moon, however, you would not view earthrise/earthset -- the earth would either be present in the sky all of the time, or absent all of the time.

No, the moon rotates at the same rate it revolves so that the same side always faces the Earth. So if you are on the side we see from Earth, the Earth would always be overhead, and if you were on the far side of the moon, the Earth would never be visible.
The sun would rise and set though.

that Japanese probe took pictures of the Earth rising and setting because it was in orbit around the moon, not because the moon was revolving and causing the rise and setting....had me confused, too, till someone here explained it that way....
