Ok Mr. Bandar-Log, a little basic common sense here...
We don't get free tv over the airwaves. You have to buy a tv and an antenna first. Then you have to pay for electricity to power that contraption (and a home to put it in...) Also, the television stations do NOT broadcast tv signals for free. They get paid, and paid well to do so by advertisers & sponsors (that try to brainwash you to buy their products...)
The internet is a service, just like any other, devised by and maintained by people with computers. These people have bills to pay and mouths to feed. If other people got their internet for free, how would these people make a living??
Nothing is free in this life, everything comes with a price. You just haven't bothered to look hard enough at what each & every little thing costs you...

I have to agree that internet should be another provision especially because it is necessary for communications, work, homework, and many other project that are part of our daily lives. The fact is that we DO pay for TV, cable bill, satellite or whatever else and TV just like internet takes money to run. I understand why we have to pay for entertainment like going to the movies or something, but internet services along with phones are NECESSARY for most assignments. The problem with asking any question that starts with "why" though is that all you will get from people answering is their oppionions. Sorry that i don't KNOW. Here's what i think though: Internet and TV services SHOULD be provided where they are needed and avaliable at discounted rates or even free for those who struggle financially. Internet SHOULD be avaliable to EVERYONE. But we have the government, not internet services to blame for THAT.

The Internet isn't free because it costs money to operate the equipment that makes it functional. If 1,000,000 people are tuned in to a radio or tv station it costs the vendor the exact same amount of money as if there was only 1 person listening. On the internet, operational costs are proportional to the number of users.

Many communities around the country are doing this..
Naples, Fla is one that comes to mind..Public libraries are doing it for the most part..It's free to anyone.
Personaly, I'd like to see it set up as Free...It was developed with USA taxpayers monies to start with~! As part of the military budget, which comes from the taxpayers~!
