Yes, and no. There are some enemies that are "leveled" which means they go up in level as your character goes up in level. Keeps things more interesting. Many of your enemies are leveled, like certain goblins and humanoid characters. If you find yourself on a plane of Oblivion, you will find tougher Deadric beasts, which yield some alchemical ingredients when you kill them. And, yes, your bandits and highwaymen are better equipped when you level up.

Yes, enemies level up as you do.
Humanoid enemies (Bandits Marauders etc.) will start wearing better and better gear.
Certain animals will only start appearing in the world after you've reached a specific level
