The Bachelor's degree is more about showing your capacity to learn, rather than what you learn. With that, you can easily transfer from one area of study in your undergrad years to a completely different area of study in your graduate years. Normally you will have to take an intro course or two (undergrad courses) as a prerequisite, but you will do this after being admitted into the graduate program more than likely. The Master's degree is more devoted to making you an actual expert in the field you're studying, so it's more difficult to transfer from one Master's field to a different PhD field if you're thinking of doing that.

Yes but you will probably have to take some undergraduate level criminology courses before beginning your Master's.

That depends on the standards of the Admissions Office at the University you want to attend.
