its a yellowbellied slider turtle and it is kind of acting like its hibernating but it is inside and has a heat lamp.... so what should i do?

Take it to the vet to see if its sick.

Research turtle care to make sure you have it set up properly.

Turtles hibernate (brumate) when triggered by shorter days and cooling temps. A heat lamp alone does not warm the water up enough to avoid triggering the reflex.

To avoid the problem, warm the water to 80ish with a good heater, and the basking site to 90F- and measure both with thermometers. Set the lights to shine for about 12 hours a day.

Keeping it warm isn't enough. You have to give it at least 14 hours of sunlight to mimic summer. Let it cool down 10 degrees or so at night.

If by "acting like its hibernating" you mean it is more lethargic than normal, you are PROBABLY keeping it too cool.
You should increase the temperature.

It's normal!
Some turtles hibernate during winter even if you have them in a "summer-ly" area!

Don't worry, it's perfectly normal :D!
