no, not supposed to be loose, you will also need to replace the brake backing plate.
these wheel cylinders are held in place by a spring steel clip, they are not the bolt on type

Make shure the bolts aren't too long and bottom out before they tighten the wheel cylinder to the back plate. The cylinder should be tight before you finish putting the rest of it together.

The Cylinders on this vehicle are retained by something that looks like a big spring lock, C-clip.Here is a picture that shows the clip.

You can push it into place with a big socket and a C clamp.

normally wheel cylinders aren't loose. i guess you should start by making sure you got the two bolts on the back good and tight also make sure there wasn't any rust on the bolts to make you think they were tight but really weren't. last but not least as long as all your hardware is lined up properly when you put the hub back on that brake cylinder wont be able to go anywhere so it still should be OK.

You've got the wrong part. A wheel cylinder should fit the backing plate snugly & squarely.

no it's not supposed to be loose, maybe you cross threaded the bolts or there too long, you might have to get shorter bolts.
