it depends on any situation that an agency has to deal with,lets take the bird flu case for instance,according to some disease control stats,once it becomes a plague,it has a potential to kill at least 10-30 million people around the world,and 30% of those who will die first are the first responders which means the doctors,nurses,police,firefighter cause they are our first line of defense,and once that happens,any emergency responses will become temporarily inefficient and inadequite and at times unproductive,with regards to hardware we already have link around the world thru worldwideweb,we all just have to be open to suggestions and ideas that will alleviate this grave and incoming situation,
