Different groups are separated by distance and learn to speak without influence of others. Accents develop from the mix of accents available and you learn yours in the schoolyard. With continued separation, accents get stronger and vocabulary changes so that a dialect develops. With more time the dialect becomes so different from the parent language that it is considered a separate language.

Everyone regardless of race will have an accent to someone.
REally the only people without an "acccent" are the people who originate the language.
In english, the brits.
Everyone else technically have an accent.
