Doesn't a landlord have to notify me 30-60 in advance for any changes in the rental agreement? (i.e. rent increase) Can she make me sign a new rental agreement ea. month if I haven't signed a lease?

Frist off, a "rental agreement" is a lease according to the law. In most places in the United States you do not need to sign a new lease each month. In the absence of signing a new lease it is considered a monthly rental agreement.

For the time allowed for notification it varies greatly by location. We would need to know where you are from to know what the specific laws in your area are. For example, in the Philadelphia area the landlord must give 30 days notice for a rent increase unless the tenant is on a weekly rental agreement. Over in New Jersey there are rent controlled areas that require 60 days notice. If you tell us where you are located we may be able to find out the notification time.

If you want to stay there you may have to sign a lease. If you refuse, he can give a 28 or 30 notice per the laws of your state.
