Tetrahydrocannabinol (the active substance in marajuana) could probably be made, but it would be a multistep synthesis requiring a fair amount of experience in synthetic organic chemisty, a well-equipped lab and all the necessary reagants, instrumentation, solvents, inorganic chemicals, etc. it would probably cost far more than just buying some weed!

if you want some advice, which you probably don't, lay off the weed; everybody I know who got involved with drugs, the story didn't have a happy ending.
