How skilled to have to be to use them? What kind of saw is best for a beginner? Cus, I'm afraid to cut myself.

Mark your cut line, then clamp a straight edge the distance from the cut mark as the width of your circular saw blade to the edge of your bottom guard/guide This will ensure a straight perfect cut. (This is a basic jig)
THen just make sure that your plywood is raised off the ground. Using saw horses to raise it up high enough is the safest way to do it, and make sure your plywood is supported so as you cut it doesn't collapse in and pinch your blade. If you can cut with the grain as opposed to across the grain it will make for a better cut.

You can do a better job of cutting plywood with a battery powered saw. I use sawhorses to lay the plywood on. I lay the sheet down on the sawhorses and use an 8 foot level and 2 c-clamps as a guide for the saw to help make the cuts straight. The battery saws are much safer and do a fine job of cutting plywood, you just need another battery in the charger while using the saw so when it time to change the battery you can keep going. Table saws are nice, but they take up a lot of space, cost alot of money, and can be very dangerous. if you are a casual user, get a nice 18 volt saw, an 8 foot level, and 2 c-clamps. You will be happy with the results and still have some room for other things. And yes I have a table saw, I use the leval and clamps most all of the time.

Actually, either a table saw or a circular saw will do a good job. It's a matter of what you are comfortable with, what your budget is, and how much room you have. If you have the space and can afford about $100, you can get a decent table saw which does a better job of cutting straighht lines on a large sheet.
On the other hand, you can get an inexpensive circular saw for about $40, but will require some assistance with extra support to cut a large sheet of plywood. I actually believe a table saw is easier for a beginner, since both your hands are left free to handle the wood.

Circular saw is the easiest and safer than a table saw due to the unwieldiness of the big sheet. I cut plywood by marking my cut line clearly with a sharpie or pencil, then lay down 2x4s on each side of the cut, and scrap pieces of 2x4 elsewhere to support the board. Then make sure your blade does not extend downwards too far, your blade should extend maybe 3/4 inch to an inch below the bottom of the plywood, well above the floor. Having 2x4s on each side of the cut and on the outside areas will keep your blade from pinching and give you a smoother cut. Really should not be afraid to cut yourself, if you follow normal safety precautions and don't put your free hand in front of the saw!

A table saw is a pretty expensive tool. You can buy a circular saw for between $30 and $100, depending on the brand.

DO NOT attempt to use a power saw of any type without some training first. An easy mistake like forgetting to lock the plate can cause you to cut off a finger, cut through your sawhorse, cut into your garage floor, or any of a number of disasters.

The home improvement store will often make one or two cuts in the sheet of plywood free, and charge you a small fee (maybe a dollar?) for additional cuts. Girls/Women, though, can often get more cuts for a smile.

With a little training, and proper safety precautions, most semi-beginners can use a circular saw. BUT, please, have someone help you the first time!

The best tool for the job is a circular saw with a plywood blade. Set the depth of the saw to cut about an 1/8" deeper than the thickness of the plywood measure and mark your line and begin the cut. Just be careful and keep both pieces of plywood level with eachother or the blade may bind and kick back.
