Requirements: Chapter 5 must be complete.
How its done:
First, talk to Merlee (Flopside 2nd floor) on the other side of her
crystal ball.
Next, talk to Merluvlee (Flipside 2nd floor) on the other side of her
crystal ball.
Third, go to Bestovius's house (Chapter 1-1) and talk to him.
Fourth, go to Wachitt's house (Chapter 1-2) and talk to him.
Filth, go visit Merlumina at the end of chapter 1-4.
Finally, retrace all of your steps. Merlee will offer you a free
charm. Turn her down to get a key.
Go to the first floor of Flopside and enter the background area via
hole in the wall (by the card shop). Unlock the locked door and open
the chest to find Piccolo.

To get Dashell, you need to beat the flipside pit of 100 trials. Once you beat fracktail (the final level of the pit of 100 trials), you'll get dashell. For piccolo, you need to do a mini sidequest to get a key that will unlock the door on flopside. If you head to the fortuneteller here in Flopside, Merlee, you can jump over her crystal ball and speak to her from behind it to get a side quest. (If it’s not available yet, just come back later, but try to get it done before chapter seven.) She’ll send you off to speak to Merluvlee, the fortuneteller in Flipside, who in turn will send you to Bestovius, the wizard in the first screen of 1–1. He’ll send you to Watchit in 1–2. He, in turn will send you to Merlumina, who resides at the very end of chapter 1–4, in the screen beyond where Fracktail was. She’ll sign the paper, allowing you to retrun to Watchit, then Bestovius, then Merluvlee, then Merlee herself. Merlee will give you the Random House Key. Return to Flopside 1st Floor and go into the background to find a locked door. Open it to find Piccolo, a music-making Pixl. You can bring her up to the Flipside 3rd Floor Outskirts and play her near the large block with the music symbol on it to reveal a Merlee Card. There’s another block in the exact same place in the Flopside 3rd Floor Outskirts that holds a Nolrem Card; you can use Piccolo here, as well, even though the block doesn’t have a music symbol on it. If i were you, i'd get dashell because he's more useful than piccolo. Dashell makes you walk faster while piccolo just gives you different sound effects and sometimes make music. ITs nice to have but i find it pretty useless.

To get Piccolo, you must have placed at least 6 Pure Hearts on pillars.
I got this from GameFAQs (the real version was long and hard to understand, so I modified it to look better and easier)
()After you place the 6th Pure Heart go to Merlee’s House of Charms (2nd floor in Flopside). Jump over the desk and talk to her and she’ll give you a side quest.
()Head to Merluvlee’s house (2nd floor, but in Flipside) and talk to her.
()After talking to her go to Chapter 1-1. Go talk to the one who gave you flipping powers and he’ll send you on a second quest.
()Go to Watchitt’s House in Chapter 1-2. He’ll give you a paper that he want’s autographed.
()Next, go to 1-4. Go to the end and stand under the star block, but DON’T HIT IT! Merlumina will appear and sign your paper.
()Now retrace your steps and give each one their desired items.
()Once you give Merlee the crystal she’ll give you a charm and a key. The lock it goes to is on the house in Flipside on the first floor. Inside is Piccolo!
