It isn't cold. Not for the 30-second transit from a car to a building, anyway.

I guess I should have clarified: I'm not exactly looking for the simple "because it is" answer, but more along the lines of why people overreact. I believe someone mentioned this in tems of me wanting them to be a little tougher.

I know what you mean. Getting all bundled up just to run to the car. The being so bundled up that you then take off your coat as soon as you get in. I guess you might need that stuff in case you get stuck or break down, but not for the quick run to the car.

It's not cold if you're walking for a 1/2 hour. The cold comes later when the snow has stopped. I live in Chicago. I've seen this repeated about 10,000 times.

Decide what conditions determine cold, and then when they are met it's cold. 60 degrees or lower would generally be considered cold. 32 and lower is freezing.
Snow only occurs in 32 and below temperatures, and since 32 is below cold, people consider it cold.
You question suggests that they should toughen up, fine. Calling the weather outside cold, and not being out in it and therefore not cold doesn't make it warmer, only you. So the weather is still codl.

I think it's a mental thing.

If the wind isn't blowing too much while it's snowing, it's possible for it to not be really cold. I've experienced that before-where it's warmer when it's snowing than when it's not.

Its not cold for a hard seasoned winter person like me or you, however, technocally it is freezing, because the snow is frozen.

their is a sudden temperature change from room temperature to less than 32 degrees Fahrenheit

that drop, plus lack of toughness and the need for whatever is convenient (namely comfortably warm temperature)

I guess snow is cold (it's frozen) so they automatically think it's cold too.

It is usually cold when it is snowing

Rain doesn't normally freeze when it isn't cold out

well i wouldnt know scince in texas it doesnt snow but i hate it when people think in texas its hot and cus its cold ova here so it not a desert people we have mostly grass and buildings
