Either the battery or the starter. Either way, you will need to get it fixed.
You should go to an auto parts store like pep boys or a shop and ask them to test your battery.

Starter is not engaging. Probably not enough juice in the battery to turn it over. Lights take alot less power than the starter does, so you might think your battery is okay, when it is actually weak.
Before you start throwing money away, get a friend to put jumper cables on your battery. If the car starts fine with the extra power, replace the battery. If it still clicks hooked up to the cables, have the starter/solenoid checked out.

The clicking is your starter solenoid. It is trying to engage the starter to the flywheel to turn the engine over, but there isn't enough voltage left in your battery to turn your starter motor. In some cars with a separate solenoid (older Fords) you can damage the solenoid permanently by having it click repeatedly. I don't know if cars with integrated solenoids (like most modern car makes) are susceptible to that.
Solution: Have your battery checked and probably replaced. While they are at it, have them check your alternator to make sure it is putting out enough juice to keep your battery charged up. AutoZone or Advance Auto do this for free.

If the lights appear to be working properly, but you just get a clicking sound when you try to start the car, I would say you need to check the power wire from the battery to the starter for looseness/corrosion. If the wiring is ok, then you need a starter.

Sounds like low battery voltage to me. Hold the horn down, turn the key, and listen to see if the horn gets dimmer and lower. You can also leave the door open and watch the dome - if it gets dimmer, your battery needs more voltage. How to get it is up to you- a jump start, a new battery, or maybe just some fluid and a charge. Good luck!

when you take your battery in they will test your alternator for free too its not allways the batters fault
