I just got back from Cambodia.They require a resident's card to get a sim card. Our driver got ours for us. It was about 5USD for sim and 5USD for minutes. Be sure that the minutes match the sim company.
I don't know about Vietnam, but as a communist country, it might have restrictions also.

As far as being able to purchase a sim card in Vietnam there will be no problem anyone and everyone has cell phones here. You will not be required to have any certification or documents to by a sim. I use Viettel as far as the different sims i have used in the past they seem to have the best coverage throughout Vietnam. You will be probably charged about 20 USD if you go there yourself but its always best to have your hotel or find an expat that has been here a while.
The sim card will cost about 10 but that is about 6 USD for the card and 4USD already on the sim card.
I have heard though that Mobiphone of Vietnam is having a promotion where when you open a new sim number they will double the amount you recharge the phone for the first three times. (I am not sure about this though so you may want to check it out before hand)
