Water changes...
When changing your bettas water, take out about 25 prcent of his water. Then refill with the same amount you took out with 'aged' water, or water that has been sitting out for 24 hrs atleast. This will get rid of the chlorine that is in the water. Do partial water changes only about one to two times a week or more depending on how dirty the water looks. It shouldnt even look dirty when you go to do water changes.
Feeding...
I feed my betta six days a week only because you are suppost to let their system clean out by not feeding them one day of the week. I feed mine pellots and once in a while live foods. Feed your betta once in the morning and once at night before you go to bed. I do 3 pellots in the morning and 2 at night. This will keep him good and satisfied so take my advice on this.
Everything else...
Make sure he has atleast 10 to 12 hours of light each day. It doesnt have to be a tank light as long as there is the fan light or sunlight. Be sure the water temperature is around 80 degrees all the time.
Here is some basic advice from a site that I think you'll like.
Provide a good container, the bigger the container the better.
Feed a fresh or frozen meat-based food once a day; small worms like white or blood worms work well, as do crustaceans like brine shrimp and daphnia.
Supplement the diet with a small amount of commercially prepared Betta food, if your fish will accept it.
Keep the water temperature constant at around 80°F.
Avoid drafts and direct sunlight that can alter water temperature.
Change 25% of the water 2 to 3 times per week.
Treat the new water with an appropriate water treatment to remove chlorine; be sure it is the same temperature as the water in the bowl.
Keep a ventilated lid over the top of the container to prevent the fish from jumping out, but still providing air exchange.
Consider adding plants to help improve water quality and to provide much needed cover.
Never keep more than one male Betta in the same tank.

A general rule for bettas is at least one gallon of water per inch the fish is long. So, since most bettas are about 3 inches long, they will need at least a 3 gallon tank. You can also put some smooth gravel stones at the bottom and a plant or two in the tank. As long as he is swimming normally, he should be happy!

"Happy" Bettas will be active, colorful, and have complete fins (without rips, tears, or colorless spots). The best way to accomplish this a 2.5+ gallon tank with a heater, filter, weekly maintenance, and a balanced diet of pellets or flakes in conjunction with frozen food like blood worms, brine shrimp, or Daphnia. Bubble nests really don't mean anything except that your fish is a male, so do not use that as a gage for your fish's happiness.

To make your betta happy, here's what you should do:
--Make sure his tank is at least 2.5 gallons. Bettas don't like being in tiny, cramped little bowls, even though some irresponsible pet stores will tell you they do.
--Make sure his water is always at about 80 degrees farenheit--if you live in a cooler area, you'll need to get a heater for his tank to make sure it stays that warm. Hydor makes some nice mini-heaters.
--Give him a few plants and decorations to hide behind. Bettas like to have lots of cover to feel secure. Avoid sharp plastic plants, though, since they can tear his fins!
--Keep his water clean. You should change at least 50% of his water twice a week if you're keeping him in a small tank.
--Feed him a variety of food--pellets, frozen bloodworms, frozen brine shrmp. But don't overfeed! Bettas will ALWAYS beg for more food, but 5 pellets a day is plenty.
If you follow all that advice, your betta should do fine! You'll know he's happy if he's active and responsive, brightly colored, gobbles his food down quickly and always seems to want more, and makes bubble nests. Good luck! :)

Get a 5 gallon tank for the betta. Do the set-up, put some hiding places and put the heater, air pump and filter. Put the betta in and it will be happy.

bettas can live in a 1 gallon tank... but i think that would b soo crul to them i say get a 4-10 gallon tank and put plants/rocks!
and just feed him all the good stuff! thats how i made mine happi! =D
