If you are referring to slavery in the U.S., when Lincoln declared his "Emancipation Proclamation" and it became an amendment to the U.S. Constitution, people started thinking about the situation. I'm going to answer this as if the question you asking about is on American slavery. The American government tried to avoid the issue of slavery as much as possible in the first half of the 1800s. But disputes sectional dispute on tariffs, state rights, the interpretation of the Constitution (loose or strict), the National Bank, etc caused the South and North to disagree. These sectional disputes led to the increase in animosity between the North and the South. Wilmot's Proviso in the 1840s also led to the conviction of the South that the North have a conspiracy to end slavery in the South. this events led to the Civil War which ended slavery in name only. because many of the slaves stayed on the farms in which they had known all their lives. And many whites did not treat the newly freed slaves as they should be. And the slaves were discriminated by the whites in both parts of the nation. Segregation was the response to the freedom of the slaves. This segregation led the blacks to be even more discriminated against and was an oppression of sorts. So they were not even really free. Eventually in the 1900s Martin Luther King and many others led the protest against segregation and freed the blacks against the oppressions that they had faced.

Rann, so far is the only one who has it totally right. The amendments, Lincoln, et al, made it illegal in America. But it prospers in other nations. It happens a lot here too. Some Asian and Central American girls are sex salves to make money for their families.
