Some brainless fool has stuck superglue in the ignition of a friends car.. Need answers on the cheapest way to solve the problem.

Replacing the ignition barrel will not be easy here. You need the key in the barrel to turn it to a certain spot before you can release the barrel from the switch body.
You'll probably have to replace the entire assembly, from where it bolts onto the steering column. They are often secured with sheer bolts, where the hex head breaks off when it's installed. Hammer and chisel job.

Super glue sucks in this regard. You can call a locksmith, or talk to a dealer. Or if your friend has comp on his insurance, it is vandalism as long as it wasn't personal. The brainless fool should pay at least half if not all of the end result.

There are special solvents that will dissolve away the glue, but other than smacking the person who did this in the head , I'd have the switch changed out. Unless it's a unique or very rare car, it's cheap enough and probably the best bet.
In a pinch, I'd go with acetone (nail polish remover), it's about your only hope otherwise.

He will need to "pony up" for a new ignition switch. There is no safe way to clean it out without any residue being left in the system.

Replace the ignition switch. And learn to lock your car doors.
