Look at it this way. If he's really that poor, he wouldn't have a pair of shoes to begin with. But, you could maybe say his shoes had more holes in them than a slice of Swiss cheese.

well depending on how poor this person is, they may not have shoes....secondly poor people don't necessarily have "holes" in there shoes, they could just be dirty or stained. you could say the when he walked the soles sounded like flip-flops because they where partly glued. there laces could be destroyed from stepping on them, he may not have laces at all....what if he's not wearing socks?

Well, as someone said, he won't have shoes. If you don't like that... here is another one. He will be wearing worn out shoes of different sizes, colors... But I agree that shoes won't be a possibility if he is living in abject poverty.

well you could say they are a number of things likeee...
tattered
torn
ragged
dirty
filthy
holes in them
scuffed up
and you can talk about the heels, the toe, and the sole of the shoe. be sure to describe EVERY part to impress your teacher!

I know a kid who's mum is a junkie - his shoes are always about 2 sizes too big - that looks pretty poor

The boy's shoes were so twisted and ratty that they weren't even recognizable.. only soles dangling from thin threads which barely held the footwear in place.
