It was called chivalry and good manners. One explanations was shielding women from the dumping of garbage. Also, any passing carts or other vehicles could splash mud or dirt up onto the sidewalk, so it was a protective gesture. But it is still considered good manners for a man to walk closest to the the curb when walking with a woman. In many countries, when a man walks with a woman, and the woman walks near the curb, it is a sign that the man is selling the woman (i.e. her pimp).
