b) .3999999=x 10x=3.9999999 10x-x=9x=3.6 x=3.6/9=36/90=12/30=6/15=2/5

the key to fractions, is to represent them over 100 first, and then simplify:

a. .75 = 75/100 = 3/4

b. 0.39999 = about 0.4 = 0.4/100 = 2/5

.75 = 3/4

The line over the 9 in 0.39 would indicate it is a recurring decimal (ie 0.399999999999999999999999999999999...)
