the garage doesnt have air conditioning can i still
put them in there with lighting/heating?

i don't think that is a very good idea, just in case they pass away.

RES need water temps to be around 76 degrees. Anything over 80 causes them to shed lots and not be healthy. 10 gallons for every inch of shell on a turtle. im not excatly sure but i have my turtle in the garage and its been alive for a year now!

Should be fine, but take them out before it gets cold outside, or you'll have turtle- sickles! (Those aren't the good tasting kind!)

you may be taking a risk by doing this, it really depends on the condition of your garage.

As long as they get good light and the water stays 75-80F they should be OK.
