Doing a job like this is basically a function of time and money. It is also a function of just how un-level it is and how big the rocks are.

If you have more money than time, using heavier equipment will do the job faster, but at a greater cost. If you have more time than money, then the job can be accomplished with lighter duty equipment, but it will take longer.

You could use a metal comb rake and pick up the rocks. Add some topsoil and peat moss to make it drain better and allow a lawn to establish unless you are going "natural" with it.

Renting a bobcat with front shovel and/or fork should do the trick.
