The horse was bred and domesticated for temperament and strength over thousands of years. Zebras are wild animals and, though resembling horses, don't have the easily trained temperament of the horse. I'm sure somebody could ride a zebra after working with it enough, but not the average person.

It would take extensive breeding to get to that point; horses weren't ridable at first, either - they were originally used for meat, milk and dragging or carrying light loads, but wild horse backbones weren't strong enough to carry people. Only after the biggest and strongest ones were bred together for a while did horse-herders drive the evolution of horses to the point where they could carry riders. Personally, I would think that zebras could be too, but since (a) there's no compelling need for a new horse variety that can't be satisifed by breeding existing horse lines, and (b) there are no more wandering tribes of horse nomads that would be willing to breed zebras over the hundreds of years it would take, I doubt that we'll ever see it.
