When a person gets a job, their social security number is reported to the government, which matches them up to a data base. He will be served with a child support order from whatever state the order was served in. He can run, but he can't hide. The only way he can get away with holding a job but not paying child support is if he is being paid off the books.

If your boyfriend moved to another state and got a new job it may not. If he does the right thing he will notify the authorities and they will take the appropriate action. If he doesn't you may have to provide your state agency his new location and new employer. Then the 2 states will jointly take action.
