"Our two minds .... One is an act of the emotional
mind, the other of the rational mind. In a very
real sense we have two minds, one that thinks and
one that feels" (Daniel Goleman, Emotional
Intelligence, Bloomsbury Publishing, London, 1996,
page 8). This rational mind is also called the
faculty of logic and reason.
The Upanishads say that these two are opposite in
nature. Modern psychologist also have observed it,
but they are not very sure about it:
"At the same time, reason sometimes clearly seems
to come into conflict with some desires (even
while not being in conflict with others) giving us
the impression that reason is separate from
emotion".

The logic used by the rational mind has limitations.
In the 1930s, Austrian mathematician Godel proved a
theorem which became the "Godel theorem" in cognition
theory. It states that any formalized 'logical' system
in principle cannot be complete in itself. It means
that a statement can always be found that can be
neither disproved nor proved using the means of that
particular system. To discuss about such a statement,
one must go beyond that very logic system; otherwise
nothing but a vicious circle will result. Psychologist
say that any experience is contingent - it's opposite
is logically possible and hence should not be treated
as contradictory.

'Tis related to the word "reason." This word has a few nuances, but I'd say it's largely caused by the effect of reason on a decision.
If you make a rational choice about which car to drive, that means you've considered those elements that are important to you (and by extension to most "reasonable" people) such as performance, economy, price, comfort, etc. If you chose a car because you tossed a coin, that would not be "rational," since a coin toss is random.

Rational is an integer, a number. Irrational would be the square root of negative twenty-five or an imaginary number. Atheists also have concepts of good and evil. Numbers do not lie but, liars use numbers.

It means logic, purposefully driven in a direction that satisfys a goal that neither uses force against another person or his property, and the epistemology of which matches empirical existence in a way that makes sense out of it.
That's rational.

For me, it is the application of reason. To be described as rational means to apply reason/logic to most actions.

Based on reality as opposed to mere speculation or wishes.
Fantasies may be appealing. They are not rational.
