If you keep them in a nice sized group, you could have 15+ Neons (assuming you have other fish), 5-7 Dwarf Chain Loaches, 5 Cory Cats, 15 Danios (as long as they are NOT Giant Danios), 11 Oto Catfish, or 5 Glass Catfish (which require VERY exact, stable water)... The more the better! I presume you have nothing else in there? I have 7 tetras currently and they shoal well, but with your tank I'd get at least 20. If you're looking to have only neons (or other tetras) in there, I'd say get 25 neons.
That would look really nice in your tank.

Yes, Neon and cardinal tetras shoal well when you have 30 or more of them together, I personally like danios which are also tetras... most of the smaller tetras will shoal if you have enough of them and enough room for them to...with a 30 gal. tank I think the smaller neons or cardinals would work best for you, and they are beautiful fish to see shoaling! good luck, Matt

Neons,Cardinals,Zebra Danios, White Clouds, some of the Rasboras,Glass Catfish are extremely close shoalers,and there are probably lots more but these are likely to be found just about any where.

25 danios (such as leopard, zebra, pearl)
Clown loaches are ok for a while but get big
You could get away with a few more fish than i have said but these are just a rough guide based on my opinion lol
