Racism is when one individual is prejudice against another individual for strictly material reasons......in other words, ignorant people forget individuals are not defined by their hair or skin. If you're not rascist (including no rascist impulses) then you are not ignorant. If you are rascist, chances are you are probably rascist due to ignorance.
Definition of impulse:
# A sudden wish or urge that prompts an unpremeditated act or feeling; an abrupt inclination:
# A motivating force or tendency:
Yes rascist impulses are racism too....its just that sneaky subliminal kind that effects people before they even realize it. (Scenario: White woman alone on elevator....black man gets on elevator......white woman immediately gets nervous and clutches her purse....remember your on an elevator, where's he gonna go?.....this would a rascist impulse)

[edit] Legal definition
According to UN International Conventions, "the term "racial discrimination" shall mean any distinction, exclusion, restriction or preference based on race, color, descent, or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life." [1] This definition does not make any difference between prosecutions based on ethnicity and race, in part because the distinction between the ethnicity and race remains debatable among anthropologists [2] According to British law, racial group means "any group of people who are defined by reference to their race, colour, nationality (including citizenship) or ethnic or national origin".[3]
