Any good pair of scissors will cut felt, but I happen to like Fiskars. Just make sure what you use is properly sharp.

any sharp pair of scissors will work....when you cut, you should cut front he back of the scissor. It usually is sharper at the back of the scissors so it'll cut much faster, but cut continuously. Hope this helps!

Keep a pair of scizzors that are only used on fabric, never paper. Those should cut felt.

Fiskars are usually sharp enough.
