First you need to purchase a Domain Name.
Then you nee a Web Hosting Service.
Next you need the Software to design and maintain your site.
I have found that Yahoo's Geocities is everything you need in one place CHEAP.

A personal website requires a Domain Name and can cost a bit of money . Anytime someone opens your website you are charged . Yahoo has a domain name you can build for about $11.95 USD per year .... but http://smallbusiness.yahoo.com/webhosting/ may help .
